Seminar- China and the WTO in the Next Decade

Call for participants

The European Union Trade Commissioner Lamy is visiting Beijing this week
in order to sign an agreement which would remove a major barrier to China's
accession to the World Trade Organization. The United States Congress is
also expected to vote on whether to grant China Permanent Normal Trade
Relations in the week of 22-26 May. While only cautious optimism should be held on
these two fronts, China would be admitted to the WTO sooner or later.

Chinese membership of the WTO offers, as everyone knows, opportunities as
well as challenges. At the same time, reforms in China are undergoing a
severe test as the transition of the economic system touches off a whole
series of more and more knotty problems. Even so, few observers expect a
reversal of various strategic policies that have emerged over the past
20 years. A rapid economic integration of the Chinese economy with the
outside world will continue.

The next decade, also the first one of the 21st century will be an
extraordinarily critical period for China's economic restructuring. It
hinges on this decade whether China's dream of powerful nation could come true.
Chinese membership of the WTO will certainly have a great influence upon
this dream. What is uncertain is how it will transform the country's economic
landscape. Precisely because of this, we, CSSA-CAM, under the support of
CSSA-UK, would like to hold a one-day seminar on the topic of WTO's
implication on China and the corresponding countermeasures.

Invited by Office of Overseas Chinese Affairs of State Council of China, Guo

the Associations, (the Organiser hereafter), prepare to organise an inward mission
to visit China on a theme of

Participating in Grand Exploitation of the China West.

The objective of the mission is to seek opportunities to established long term
co-operative relationship to scientific, technical or industrial organisations
in China. The Sponsor will assist the mission to identify the potential partners
and to bridge the relationship in 10 provinces/regions including Shanxi, Sichuan,
Chongqing.

The suggested subjects to the mission comprise hi-tech technologies, management
of large scale enterprises and development of agriculture and etc. The hi-tech
technologies include, but not limited to, IT and its service, bio-science & tech,
new materials and so on.

No specification was given by the Sponsor with respect to the size of delegation,
when and where to visit and these will all depend on the proposals received and
parties in China attracted by the proposals, subject to consultation between
Sponsor and Organiser.

The Sponsor will bear all costs and expenses incurred in China associated with
the activities and may also wish to subsidize international travelling fare subject
to approval in advance.

Organisation work in UK will be leaded by Dr Keming Zhou, Vice President of the
Association of Chinese Engineers in the UK (ACE-UK). Depending on the number
of applications received, a committee may be set up to handle the review work
or a voluntary secretary may be recruited to assist Dr Zhou.

The preliminary programme of UK organisation has been set up as follows:

Express Interest and Submit Application - 10 May to 30 June

Shortlist and Recommendation to the Sponsor - 1 July to 31 July

Selection and Preparation of the Visit – 1 August – 30 August

China Visit - September or October

The Organiser will seek advice and support from Education Section and Scientific
and Technology Office of Chinese Embassy in UK.

All Chinese scholars and professional in UK with recognisable achievement in
UK will be eligible to apply although the non-member of the associations selected
may be requested to join the association before the visit.

Applicants should prepare a brief cv and a project proposal in reasonable details
to demonstrate the value of the project and estimate the potential benefits.
The document should be prepared ideally in Chinese and submitted to

Post-doctoral research fellow (or PhD student) in bioengineering/Medical
Physics

To work on the application of a new medical imaging method, Electrical
Impedance Tomography (EIT) to the imaging of epileptic activity in the brain.
EIT is a fast, portable, safe and inexpensive method for imaging
physiological activity in the body. At UCL, we have an interdisciplinary
research group which has been developing its use for imaging brain function.
We have recently produced the first ever EIT images of normal physiological
activity in the brain with a custom made system, and now wish to apply this
to imaging epilepsy. If successful, it will provide an important new
instrument for diagnosis in people with epilepsy.
A bioengineer or physicist is sought to develop a new system being built in
the group, and work with a neuroscientist in collecting and analyzing data in
patients with epilepsy. Experience in Bioengineering, instrumentation,
programming in HPVee and Matlab, Electrical Impedance Tomography or
neuroimaging are desirable but no essential, as training will be given.
A post-doctoral fellow is sought, but a suitable PhD student will also be
considered. For the post-doc, the salary is on the RA 1A scale - c. £21 -
24,000 (including London Weighting), depending on experience.

Candidates are invited for a 3-year EPSRC founded PhD studentship.The
project aims to develop novel colloidal ceramic processing technology based
on direct coagulation casting, gel casting and electrophoretic deposition

A post-doctoral Research Associated is required to work on an UK EPSRC
funded project "Nonlinear Optimising Control in Agile Batch Manufacturing".
The project is for three years and is planned to start on 1 July 2000 or
soon thereafter. The project aims to address on-line nonlinear optimising
control of multi-product/fed-batch agile manufacturing processes with
particular emphasis on the control of process chemistry. Applicants should
have a PhD in a related subject. Experience in process control,
optimisation, neural networks, and model predictive control will be an
advantage.

The salary is on the RA1A scale (16,286 - 24,479 pounds pa) depending on

The successful candidate will work in a research project
funded under the EPSRC Medlink scheme and will report to
Professor Bolton in Mechanical and Medical Engineering of
Bradford University.

The project is being carried out in partnership with Leeds
University, Firth Rixson Superalloys Ltd, DePuy
International, and Multi-Arc (UK) Ltd and is aimed at the
development of total hip replacements using metal on metal
contact with hard surface coatings.

The post is approximately 20 months at the level of
Postgraduate Research Assistant. The successful candidate
will be expected to carry out analysis of the mechanical
properties, corrosion performance, and wear degradation
mechanisms in various types of hard coating applied to

PhD Studentships in Polymer Grafting and Nanocomposites
The Polymer Engineering Centre, Nottingham Trent University

Applications are invited for two 3-year PhD studentships working with Dr. F.
Gao and Prof. J.B. Hull. The project is funded by an USA company and aimed
at the development of technology to enhance engineering properties of
non-polar polymers via nanocomposite approach. One of the posts will involve
melt grafting and reactive extrusion. The second post will work on melt
synthesis of polymer layered silicate nanocomposites. The successful
candidates will have a good first degree in any of the following subjects:
chemistry, polymer synthesis and processing or materials sciences. The
studentships cover tax-free living expenses of £6,455 per year plus tuition
fees.

The Polymer Engineering Centre has active researches in the development of
various polymer nanocomposites including nano-metal-particle systems,
graphite/polymer nanocomposites and clay/polymer hybrids. The centre has
established itself in the development of high technology materials with
great potential for commercialisation.

A post-doctoral researcher is required for a period of up to 2 years
based on funding from the Wellcome Trust. The research position is held
jointly between Professor D. Murphy, Molecular Neuroendocrinology Group
(BRI), and Dr. Julian Paton, Cardiorespiratory Control Group
(Department of Physiology). Their joint research is investigating the
functional role of genes within regions of the brain responsible for
the autonomic and neurohumoral control of cardiovascular and
respiratory homeostasis. Current techniques involve using adeno-viral
vectors for transfection of functionally identifiable neurones. The
project is appropriate for scientists with experience in either
integrative physiology, or neuro / electro-physiology or molecular
biology.
